Lokuta, Friel, Parker and Bechtel LLC today announced that it will provide consulting and government relations services to human service providers, provider associations, vendors, and other health care and human services entities. The Harrisburg-based firm will use its combined 85 years of health care and human services experience to represent clients before local, state and federal government.

The firm’s principals, Fred Lokuta, Kevin Friel, Bill Parker and Jeff Bechtel, hold a collective 85 years of experience in the health care and human services field, in both the public and private sectors. They have held numerous senior-level, executive positions with the Pennsylvania Department of Public Welfare (DPW) including: deputy secretary of the Office of Developmental Programs; deputy secretary of Administration; chief contracting officer; administrator of the PH-Health Choices program; director of the Bureau of Financial Operations; director of the Bureau of Program Integrity; and director of Intermediate Care Facilities for People with Intellectual Disabilities across the commonwealth.

Lokuta recently completed a 30-year career with DPW, where he began as a direct support worker, and retired from state service as the deputy secretary for the Office of Developmental Programs (ODP). Lokuta also served as the facility director for several commonwealth-operated intermediate care facilities for people with intellectual disabilities.

Friel served DPW in a variety of capacities over a 15-year career, including tenures as the deputy secretary of ODP, deputy secretary for Administration and director of the Bureau of Financial Operations.  Most recently, Friel served as chief financial officer for Passavant Development Corporation.

Parker has 15 years of lobbying experience at both the federal and state levels, was mayor of Paxtang Borough, served on numerous boards (including the National Fragile X Foundation, Medical Institute for Nero-Development Disorder or MIND, and Autism Society of America), and founded the Center for Autism and Developmental Delays (CADD) Center of Excellence.  Parker was also the originator of the ABLE Account legislation currently being considered by Congress. As the father of three children with Autism, Parker has direct experience navigating the system that serves people with Intellectual and Developmental Disabilities and Autism.

Bechtel is a 14-year veteran of DPW, serving as the director of the Bureau of Managed Care Operations, director of the Bureau of Program Integrity, director of PeopleStat(a strategic planning and performance management office) and assistant counsel within the Office of Legal Counsel.  Over the past several years, Bechtel has worked for a national Medicaid consulting firm advising Medicaid health plans, state Medicaid agencies and providers on Medicaid managed care, health reform and other health policy issues.
