Lokuta, Friel, Parker and Bechtel LLC was created after four friends and colleagues realized that they had the range of skills and experience to create a full-service consulting practice, as well as the common vision to work with clients to improve the overall supports and services available to people with disabilities and their families. The firm’s principals have a collective 85 years of experience in the healthcare and human services fields, and have held numerous high-level positions with the Pennsylvania Department of Public Welfare (DPW) – including tenures as Deputy Secretary of the Office of Developmental Programs, Deputy Secretary of Administration, Chief Contracting Officer, Administrator of the PH-HealthChoices Program, Director of the Bureau of Financial Operations, and Director of the Bureau of Program Integrity, among other roles.
Currently, the firm’s four principals have a combined 85 years of experience in the healthcare field.
- Fred Lokuta recently completed a 30 year career with the DPW, where he began his career as a Direct Support Worker and retired from state service as the Deputy Secretary for the Office of Disability Programs (ODP). - Kevin Friel served DPW in a variety of capacities over a 15-year career, including tenures as the Deputy Secretary of ODP, the Deputy Secretary for Administration, and Director of the Bureau of Financial Operations. - William Parker has 15 years of lobbying experience at both the federal and state levels, was Mayor of Paxtang Borough, served on numerous boards (National Fragile X Foundation, Medical Institute for Nero-Development Disorder, Autism Society of America), and founded the Center for Autism and Developmental Delays (CADD) Center of Excellence. - Jeff Bechtel had a 14-year career with DPW, serving as the Director of the Bureau of Managed Care Operations, Director of the Bureau of Program Integrity, Director of PeopleStat (a strategic planning and performance management office), and Assistant Counsel within the Office of Legal Counsel. Over the past several years, Jeff has worked for a national Medicaid consulting firm, advising Medicaid health plans, state Medicaid agencies and providers on Medicaid managed care, health reform and other health policy issues.
